In Oklahoma, roofing contractors are not issued a "license" in the same manner as some other trades but are required to register with the state. The governing body for roofing professionals is the Oklahoma Construction Industries Board (CIB). This registration is mandatory for anyone performing or advertising roofing work for compensation. Failure to register is considered a misdemeanor and can result in fines up to $500.00.

As of July 1, 2026, significant changes are taking effect for residential roofing contractors. A new Residential Roofing Endorsement will be required to legally perform residential roofing work in Oklahoma, which includes passing a CIB-approved examination. Contractors registered and in good standing with the CIB on July 1, 2026, will benefit from a 12-month grandfathering period. During this time, they can obtain the endorsement by either passing the required exam or completing 10 hours of approved continuing education by July 1, 2027.

For commercial roofing work, a Commercial Roofing Endorsement is already necessary. This requires passing both a Commercial Roofing Contractor exam and a Roofing Business and Law exam. Applicants for registration must be at least 18 years old and be an owner, partner, or qualifying party of a roofing business that is registered with the Oklahoma Secretary of State. The initial registration fee for roofing contractors is $75.00. Annual renewal is required for both the registration and any endorsements. Commercial endorsement holders must also complete four hours of continuing education every three years, with an exemption for the first three years after passing the exam.

Insurance and Bonding Mandates

All roofing contractors in Oklahoma are subject to specific insurance requirements to ensure compliance and consumer protection. For contractors performing residential roofing work, a minimum of $500,000 in general liability insurance is required. Contractors engaged in commercial roofing projects must secure a higher coverage amount, with a minimum of $1,000,000 in commercial general liability insurance. Proof of this insurance must be provided to the CIB, listing the board as the certificate holder.

In addition to general liability insurance, roofing contractors with employees must also provide proof of workers' compensation insurance or a valid exemption affidavit. While some other construction trades in Oklahoma may require a $5,000 contractor license bond, the primary financial mandate for roofing contractors specifically focuses on comprehensive liability and workers' compensation insurance coverage rather than a separate state-mandated bond.

While the Oklahoma Construction Industries Board handles state-level registration and endorsements for roofing contractors, it is crucial to understand that general contractors are not licensed at the state level in Oklahoma.
