For 2026, existing Home Improvement Contractors must ensure their registration is current, as renewals, which began in January 2025, include new compliance requirements. New applicants for a license will be subject to more stringent requirements, including completing an apprenticeship, attending a trade school, or demonstrating at least two years of supervised experience in home improvement services. Additionally, new licensees will be required to pass a licensing exam administered by the new Board. Contractors offering financing options to homeowners must also obtain a Home Repair Contractor license from the Department of Banking and Insurance (DOBI).

Insurance and Bonding Mandates

Compliance with insurance and bonding requirements is critical for roofers operating in New Jersey. All Home Improvement Contractor Businesses (HICBs) must maintain commercial general liability insurance with a minimum coverage of $500,000 per occurrence. Furthermore, businesses with one or more employees are mandated to carry workers' compensation insurance.

A significant update for 2026 includes mandatory compliance bonds for HICBs, with amounts tiered based on contract value. A $10,000 bond is required for contracts under $10,000 or annual services below $150,000; a $25,000 bond for contracts between $10,000 and $120,000 or annual services between $150,000 and $750,000; and a $50,000 bond for contracts exceeding $120,000 or annual services totaling $750,000 or more. This bond serves as a financial guarantee, protecting consumers in the event of non-compliance or contractual issues.

Permitting and Local Regulations

Most roofing projects in New Jersey, including complete roof replacements and tear-offs, require a permit under the New Jersey Uniform Construction Code (UCC). This ensures that the work adheres to safety standards, including fire resistance, wind load, and proper installation. While minor repairs, such as replacing a few damaged shingles, may be exempt, it is always advisable to consult with the local building department to confirm specific requirements for any project. Permits are typically necessary for structural repairs, roof deck replacement, and any changes to the roof's structure or materials. Contractors must provide their New Jersey Home Improvement Contractor registration number when applying for permits.
