Roofer Licensing in Louisiana

Louisiana Roofer License Verification

As of January 1, 2026, Louisiana has enacted stricter requirements for roofing contractors, primarily through Acts 422 and 239 of the 2025 Legislative Session. The governing body for contractor licensing in Louisiana is the Louisiana State Licensing Board for Contractors (LSLBC).

For residential roofing work valued at $7,500 or more, contractors must now hold either a Residential Roofing License or a Residential Construction License. This supersedes previous allowances for Home Improvement Registrations for structural roof work above this threshold. Those seeking the Residential Roofing license must pass a specific trade examination and meet other residential contractor licensure requirements, though some existing licensees may be exempt from the trade exam.

Commercial roofing projects with a total value exceeding $50,000 necessitate a commercial contractor's license with the appropriate roofing classification, such as "Roofing and Sheet Metal, Siding". All applicants for state licenses must provide a financial statement demonstrating a minimum of $10,000 net worth. Verifying a contractor's license status can be done directly through the LSLBC's website by searching their name or license number.

Insurance and Bonding Mandates

Louisiana mandates that all licensed roofing contractors maintain continuous general liability insurance coverage. The Louisiana State Licensing Board for Contractors requires a minimum of $300,000 per occurrence and $600,000 in aggregate coverage, with at least $100,000 for property damage per occurrence. Proof of this insurance is a condition for license issuance and renewal.

Contractors with employees are also required to carry Workers' Compensation insurance. While there is no statewide surety bond requirement for licensing, contractors unable to meet the $10,000 net worth requirement may satisfy it by purchasing a $10,000 surety bond. Additionally, many local jurisdictions (cities and parishes) impose their own bonding requirements, which can range from $5,000 to $15,000, so it is crucial to check local regulations for each project location.

Permitting and Local Regulations

Effective August 1, 2025, Act 239 requires that all residential and commercial roofing and reroofing projects obtain a permit from the local authority before work commences. It is illegal to begin work without a permit, misrepresent project value or scope, or bypass required inspections. Mandatory inspections must be completed and approved by the respective municipality or parish. Permitting authority rests with local jurisdictions, such as city building departments or parish governments.

Furthermore, Act 144, effective August 1, 2025, restricts how contractors can interact with homeowners regarding insurance claims. Contractors are prohibited from advertising as "insurance claims specialists," handling or interpreting claims, using contingency agreements tied to insurance approval, or combining construction and claims services. They are permitted to send itemized estimates, discuss the scope of necessary repairs, present material and labor costs, and explain building code requirements to insurers.
