In Rhode Island, individuals and businesses engaged in residential and/or commercial construction, including alterations, remodeling, or repairs, are generally required to register with the Rhode Island Contractors' Registration and Licensing Board (CRLB), rather than holding a specific "remodeler license." This registration is mandatory for both contractors and subcontractors.

To obtain a General Contractor Registration, first-time applicants performing work on residential structures must complete a state-approved, 5-hour pre-registration education course. This course requirement is waived if the work is exclusively on commercial structures. Additionally, a registration fee of $150 is required. Businesses operating as an LLC, corporation, or other incorporated entity must also register with the Rhode Island Secretary of State and provide their Business Identification Number. A valid government-issued ID is necessary for the application. Out-of-state applicants must secure an Agent of Service registered within Rhode Island.

Registrations are typically valid for two years. For renewal, a 2.5-hour continuing education course is required, unless the work is exclusively commercial. A late renewal incurs a $50 penalty.

Insurance and Bonding Mandates

Rhode Island mandates specific insurance coverages for registered contractors. All registered remodelers must maintain public liability and property damage insurance (General Liability Insurance) with a minimum combined single limit of $500,000. It is crucial that the Rhode Island Contractors' Registration and Licensing Board (RICRLB) is named as the certificate holder on this policy.

Furthermore, if a remodeler employs any individuals, Workers' Compensation Insurance is required by Rhode Island law. This policy must also name the RICRLB as the certificate holder, providing benefits to employees for job-related injuries. While a surety bond of $20,000 is required for Underground Utility Contractors, there is no specific statewide bonding mandate for general remodelers during the registration process.

Permitting and Local Regulations

Building permits in Rhode Island are issued at the municipal level by each city or town's building department or zoning office, rather than at the state level. Most construction projects, including new construction, additions, structural modifications, and significant alterations or renovations, necessitate a building permit. Separate trade permits may be required for electrical, plumbing, and mechanical installations.

Minor "ordinary repairs" such as painting, flooring replacement, or cabinet installation generally do not require a permit, unless they involve alterations to structural elements, electrical wiring, or plumbing systems. Importantly, a contractor must be registered with the CRLB before a local building permit can be approved for work that requires one. Rhode Island adopted the 2018 International Code Council (ICC) codes with specific state amendments, effective February 1, 2022. It is essential for remodelers to consult the local building department in the project's municipality to ascertain specific permitting requirements and ensure compliance with local zoning and building codes.
